Imo State Government Sets July 24 Deadline to End Open Grazing

The Imo State Government has issued a firm directive mandating all herders across the state to cease open grazing activities on or before July 24, 2025. This move is part of the government’s broader efforts to foster peaceful coexistence, ensure public safety, and protect agricultural livelihoods.

The announcement was made by the Commissioner for Livestock Development, Dr. Anthony Mgbeahurike, during a critical stakeholders’ meeting with cattle breeders and herders held in Owerri, the state capital.

Dr. Mgbeahurike emphasized the government’s unwavering commitment to maintaining social and economic stability while promoting harmonious relations between farmers and herders. He noted that while the government has previously provided crucial support—such as free cattle vaccinations against anthrax—there can no longer be tolerance for the uncontrolled roaming of livestock, which disrupts urban life and creates friction between communities.

He further warned against the destruction of farmlands by wandering cattle, stating that herders must take full responsibility for any damage caused. In such instances, he said, they are expected to offer prompt and fair compensation to the affected farmers.

As part of new regulatory measures, the government officially recognized Alhaji Shuaibu as the new leader of cattle herders in Imo State. Dr. Mgbeahurike tasked him with the critical role of ensuring that all herders within the state strictly adhere to the anti-open grazing directive.

In his response, Alhaji Shuaibu expressed gratitude to the government for its continuous support and acknowledged the public concerns over open grazing. He assured that herders under his leadership will fully cooperate with the state government’s policy.

“We will inform all our people about the directive and ensure they comply,” he said. “We appreciate Governor Hope Uzodimma’s inclusive approach to leadership and are committed to promoting peace, order, and hygiene in all our communities.”

The state government concluded by reiterating its resolve to enforce the new grazing policy strictly after the July 24 deadline, urging all stakeholders to cooperate fully for the sake of lasting peace, agricultural protection, and sustainable development in Imo State.
